The best way that I have found is to set them with the engine running, but for the basic setting set your tdc marker on zero adjust the lobes that are up by seating the pushrod with zero lash to the lifter then down 1/2 turn. rotate the engine 90 degrees set the lobes that are up and so on. after you have them set I always do a final running if permittied back them off till they clatter tighten till smooth then down 1/2 to 1/4 of a turn do them one at a time, and make sure to use a piece of cardboard around the bottom of the head for oil.
