The majority would agree with a compromise, inconsiderate of the items in the budget, the desire of taxpayers not to redistribute additional money, the desire to dramatically improve education, alternatives, amendments, or a conflicting reasons. The majority would rather not involve reasons to decrease the school's funding or to double the school's funding, because they would create arguments and social discord. For the same reason a majority would not consider the full variety of amendments because they would hurt feelings and detract from social needs.
That is why majorities tend to be stupid, they do not exhaust all the possibilities when they decide or 'think'. Minorities are much more likely to research alternatives to real world problems. They need to become a majority to have the authority to solve those problems. And they need to have good beliefs or alternatives or else they will continue to be a minority with its social problem.
Of course all issues and beliefs cannot have clear majorities. Even the majority of people who believe in God can be subdivided into religions, sects, countries, and geographical locations where the groups may be a minority.
