People do kill members of other ethnic groups, and members of ethnic groups also kill members of their own ethnic groups.

There is no "scientific" word for murder it is a legal term defined as the unjustified and/or unlawful premeditated killing of one human being by another. Most synonyms for murder such as infanticide, homicide, regicide are based on some description to whom it happens ( homo "man") and a description of the act ( from the Latin -cidium "act of killing" )

The Virginia Tech 'shooter', Seung-Hui Cho, had been treated for mental illness since his early teens. Some reports say that he had been bullied about his speech impediment but those reports were never substantiated. In High School, he received special support for his psychological issues from the school and his parents to help him. The administration at Virginia Tech was unaware of his history and provided no mental health services or support for him. After a stalking incident in 2005, two years before the shootings, a court ordered outpatient psychological services for him but the school was not responsible for administering the order. It is unclear how or if Cho followed through with the court order. One of the impediments for the school administration's oversight of a student's mental health status are the laws protecting the privacy of patient information.

In the law, there is no difference. It's a homicide and must be prosecuted as such.

Insurance companies will not pay if the beneficiary is convicted of the homicide. Most insurance companies will pay the beneficiary if that person was not involved and the policy does not exclude homicide as the cause of death.

A detective might respond to an "in progress" call of an ongoing crime if they were already out of the station and in a police vehicle, but as a rule these calls are initially handled by uniformed patrol officers. If an officer in plain clothes responds, patrol officers who do not recognize him may just see a man with a gun and mistake him for the suspect, so it's usually best to have these incidents handled by officers in uniform. Since a federal offense can mean any crime committed on U.S government property, and you can comment a misdemeanor on U.S. government property; it stands to reason that this misdemeanor would then be a federal offense.

At "common law" a burglary included a breaking and entering of a dwelling of another, at night, with intent to commit a crime inside (i.e., steal). Modern criminal codes may change this to include daytime, and cars, boats, and non-dwelling structures (among others). Check your local laws.
