Speed alone is not sufficient criteria to choose a system. You need to look at what type of work it is going to do. If you are doing big calculations, either in a large spreadsheet or in a large program that runs for a long time, then raw speed might drive you - although you would be well advised to also look at Local Bus speed, cache size and speed, and RAM size and speed. If your processing spends most of its time doing network or disk I/O and then does little bits of computation, speed would be interesting, but not the primary concern If your processing involves waiting for user input and then doing something simple, such as updating a text document, then speed is meaningless to you. However, processor manufacturers contantly build bigger and better processors, while the OS manufacturers constantly build bigger and better OSes that need bigger and better processors, so speed in all aspects comes back into play.

Not really, its better to get a i3 which is the second generation of the intel family if you plan on upgrading your current pc. It has about 50mps per core plus its about only 25 bucks more.

I'm stupid of buying this without checking anything, I put it in and the computer wouldn't start. I think it's because the e8400 has a bus speed of 1333Mhz and the e520 can't support that speed but I'm not sure. You'll have to get something that Dell recommends, or you'll find out that you've wasted a lot of money.

Best is a subjective question that requires personal opinion to answer. There are a few empirical answers to it however it all depends on the processor being cooled. An Ivy Bridge processor has an extremely small die area, and those will not be as effectively cooled as one of the large "sandy Bridge" era CPUs. AMD processors likewise use a larger lithogrpahy that is more effectively cooled with large heatpipe coolers.

For cost efficiency and low idle temperatures a heatpipe Direct touch cooler with aluminum fins will generally be the most cost effective. Originally designed as a "Xigmatek HDT" tower, it has been rebadged as an OCZ vendetta, Coolermaster Hyper 212 and a number of other heatsinks over the last decade.

For larger high TDP processors the answer is still basically the same, except a much larger size (3 to 4 times the fin surface area) and more heatpipes, combine with additional fans. Water cooling is a misleading term as modern heatpipe coolers also use water to move heat from teh CPU surface to shed it at large metal fins.

Modern water cooling, uses standard water to transfer heat from a CPU block to a large radiator that can be setup somewhere else, either in the case or externally. The primary benefit to this is large amounts of heat can be moved efficiently. This does not lead to significantly lower temperatures over a high end "tower cooler" but can reduce overall case temperatures, and more importantly can equal the performance of the best tower coolers at far lower noise levels.

Edit for more detail: imagine this; you are working on a school project. alone. while your friend john is working with his brother. you are doing the same topic, and have the same due date. 3 weeks later, your stressed out because you still have quite a bit of work to do, while john and brother are on vacation in Florida, or something. buuutttt, john has a cousin who has the same project to do with the same due date, but 1 1/2 weeks earlier than john finished, his cousin was done. and imagine johns cousin has a brother who has THE SAME PROJECT DUE but he has 6 friends, and so on so on. once you start to get into 12 + core territory, its pretty overkill and will just slow down the whole processor in trade for more things at once. because the more the merrier, but too many chefs spoil the soup.

Frankly, most modern games are GPU (graphics-card) bound more than CPU-bound. A Core i3 will easily run GTA 4 in all but the highest resolutions (1900x1200 or higher) provided it has a good graphics card - generally at least an nVidia GTX 460 or Radeon 6850. You will need sufficient RAM (2GB minimum if you run nothing else).

The sad fact of the current state-of-the-art games is that they are poorly designed (from a software standpoint). Very few scale well with added cores (most barely use two cores well), and are notoriously poorly multi-threaded.
