Connecting it to a PC via USB does not charge iPad, connecting it to a Mac via USB charges it slowly but the quickest way to charge it is to plug it into a wall socket.

I don't think that the clipboard is accessible. To use it to copy/cut simply tap and hold your finger over a word or words until a small pop up menu slides in with the options to cut/copy/select all/select. To paste, do the same in a text box or notes, except click paste.

Keep in mind wifi is offered free in many places and continues to get more popular making the 3G model unnesserary for most. The wifi only model has approx. 2 additional hours of battery life as well.
