The iPhone 3G has a much larger sim card than the iPhone 4, but you can just take them to At&t and they will transfer everything to the new card for you. If you already have both phones, I doubt they will even charge you.

Actually per the official Apple website, the iPhone 4 has 8 (EIGHT) Megapixels, the highest on an iPhone until the 5 came out last week.

Unfortunately, a 64GB iPhone does not currently exist. They only make 8, 16, and 32GB versions. The 8GB would be a normal iPhone 3G, while the two larger ones would be 3GS models.

As for pricing, the 8GB version costs $99, the 16GB costs $199, and the 32GB costs $299.
