I found it. The Norma Co. made them for JCP, which was bought by the Murry Co. which went out of business and some of its assets were bought by Briggs and Straton.

I remember my cousin having "Billy the Kid" jeans when we were younger but I don't know if they came from Sears or JC Penney.
