I don't know for sure if the urge is normal however it is normal for the 16 yea old to resist the urge. Every one has urges that sometimes don't fit in with what is acceptable to society at large, and a incestuous urge that borders on pedophilia as well would be the sort of subject that people would not ever even mention for fear of others thinking that they may think tat way or have feelings that way.
