In brief, the tower is built of stone. The foundation was three meters deep in rather unstable soil, so when the tower was only two stories tall it began to lean. Construction was halted for a very long time, and then resumed in a series of steps that took the lean into account, so the upper stories lean less then the lower. You don't mean the Leaning Tower of Pisa, do you? The ground wasn't hard enough to keep it level. They tried to shift the weight of the structure as they built it up, but it still leaned. They have just lately stabilized it after the leaning continued to get worse.
