On some airlines you can do this. The carrier has to be of a size to tuck safely under your seat (cannot be in storage compartments above head level).

Not sure about luggage but I got a down jacket in 2012 and though it looks good, the durability sucks and it's coming apart in places after a few wears. Not like they used to be 10-20 years ago. Just Made it China crap that has driven quality down like so many major retailers that don't care about quality and durability anymore.

It also depends on whether you are a medallion or flying in a premium cabin. Delta American Express Cards do not get you a 2nd bag on international flights.
