What are Ki counters in Magic The Gathering?
Ki counters are simply regular counters that most commonly apply to spirit or arcane cards. For example, a card may say: Whenever another spirit creature comes into play, put a ki counter on "this card", remove two ki counters from "this card" put a 1/1 spirit creature token into play. This is just one example, ki counters are mostly accumulated from spirit or arcane cards and have a variety of different effects.
Are Knights VS dragons duel decks tournament legal in standard format?
No.
There are cards in the duel decks that are not standard tournament legal.
Counters will cancel out and be removed, but actual cards will not (they effectively cancel out, but they do not get removed unless other cards act specifically to remove them).
This is a state-based effect, which means it happens faster than you can tournament legally react to it (you can react to cards or effects that try to add one of the counters, but once the counter effects the card you cannot do anything to stop the cancellation).
People use this rule to keep creatures with "Persist" in play longer than they normally are.

How to counter sleep after its resolved magic the gathering?
Technically, you can't "counter" a spell that has already resolved. However, you can render the spell's effects useless afterwards.
The best method would be to use "Quest for Renewal," although it would generally be necessary to have it on the field before your opponent uses "Sleep" (otherwise, you would need to have four green creatures in your hand with haste, and in that situation, having your creatures being already tapped is not the issue). Outside of Standard, "Vitalize" is your best option, although any number of cards would have a similar effect. There are simply too many cards to list.
