Actually most gels will not soak off in acetone as they are Non-Porous. They need to be buffed off. I recommend seeking a professional. Whatever you do, do not let anybody pry or force them off your nails. This can cause severe damage to the natural nail plate.

Most liquid eyeliners are water-based and therefore, do not have a long lasting wear to them. If you prefer a liquid eyeliner, look for one that is waterproof.
My recommendation is a gel eyeliner (such as Bobbi Brown Long Wear Gel Eyeliner or MAC Fluidline.) You need a brush to apply it, but because it is a water-resistant gel-based formula, it has less of a chance of warming up to your body temperature and smudging off over the course of the day. You can find a brush that looks like a liquid liner applicator and dip it in the gel, then blot on your hand to remove excess product from the brush so you don't over-apply. They take just a few minutes to set, then once they are set they usually stay on all day (and sometimes all night!)
The other benefit to a gel eyeliner is that you can create two different looks with it. If you apply it kind of thick (like a liquid liner) and leave it alone to set, it looks just like liquid liner. However, if you smudge it before it's set, you can create a sexy, smoky eye that's very easy to smudge eyeshadow into (and it lasts all day.)
