From SunnyJim: Look at Savannah College of Art and Design, and Rhode Island School of Design. Most colleges call Manga "Sequential Animation", which means its a comic book type illustration. Not to be sold short by any means. Savannah issues 4 degrees: BA, BFA, MA and MFA in this study, and you get more than that as well. RISD from what I have seen also offers certificates in the study if you don't want to go the distance for BFA. One other: UAT in Tempe Arizona (University of Advancing Technology). There are others, but so far this is the bulk of my useful research on the subject.
