Mr Jintao became leader of China by having the most amount of "votes" in 2003. However, the voting system in China should not be confused with Western democracy. In reality he was chosen by, and is a member of, the CPC.
The Communist Party of China (CPC) holds absolute power over what is called the "Central People's Government," comprising the National People's Government, the president and the State Council. Potential members of these institutions are chosen by the Communist party and voted for by senior members of the party. In theory, other extant 'parties' within China - the eight 'legally recognised' parties - also take part in this vote. However, it is important to remember that these parties are 'legally recognised' for a good reason, and that legal recognition is granted by the CPC.
At the level of local government, potential candidates are again chosen by the party but voted for by the public. The only apparent exceptions to this rule are Macau and Hong Kong, which are autonomous regions within China.
Through the Command Economy system - whereby all state systems, state industries and anything affecting the state is controlled by the government - the communist party also holds absolute power over any and all companies or organisations operating within China - a fact that is vociferously denied by the CPC, but which is undeniable, particularly given the recent pressure placed on Google.
All in all, people do vote in China. The official party line is that, in the PRC, everyone is equal and the leaders are elected by the will of "The People". Clearly though, the members of the CPC ruling elite are considerably more equal than the average citizen.

The first plan was successful, but the second called the Great Leap Forward was not. Mao tried to focus on heavy industry by tightening control of faming collectives, collective ownersip of farm implements, and massive infrastructure projects. Unrealistic regulations created a famine and the infrastructure projects failed becasue Mao had previously had the intellectuals of China shipped to labor camps in the country so the projects had no leadership.

Is Chairman Mao a good or bad person?
Yeah Mao was a great guy, full of childish good spirit and glee. All the genocidal acts he was part of were clearly just a joke, although a quarter of the Tibetan people didn't seem to find it so funny (as they were starved to death). He also championed the working class, admittedly at the expense of anyone with any dash of interllect as they were considered 'capitalist roaders' and were quickly taken care of in the most humane way possible (beaten to death by brain washed teenagers, or 'the red guards' as they prefered to be known).
He also really helped the political side of China improve into a real democracy, if by democracy you actually mean a crippling dictatorship. Political debates turned into groups of drones yelling meaningless political slogans at each other. As a visionary thinker, he authorised some real genius plans to help China become a great power like the 'sparrowcide' campaign. Sparrows were a nuissence to crops, so it was decided that they would all be killed to help crops grow, and provide more food so it could be sent to Mao's special carer, Stalin. Obviously, the idea of a food chain wasn't taken into account, as the idea of animals eating one another is too complicated for Mao's special brain. This meant that the other pests that the sparrows had previously fed on would now live longer and reproduce more off spring, killing more crops and putting China into an even worse position than before (which is quite a feat)
Overall, Mao was just a guy that tried his best (and was directly responsible for the deaths of 40 million+ people)

First off, his military strategy consisted of Guerilla Warfare. Harass the enemy constantly. They didn't have a specific base of operations that the Nationalists had to destroy. On the other hand the KMT was the government, they were obliged to hold their cites.
To do this they have to maintain logistical supply lines, and reinforcments. Mao's forces, over the years whittled the KMT down by attacking these supply lines.
Also civillian support. By this time, the general population was pretty fed up with Chiang Kai-Shek. Guerilla warfare needs the populace to support you in order to be succesful. Without popular support, the population won't give you the supplies, won't let you stay on their land, and won't send their people to fight for you.
