I am very big fanatic of Mario and luckily I have the answer. I'm pretty sure to get Waluigi on Mario Kart DS you's need to finish and get first in all grand prix tracks in 150cc or 100 cc.

Most sure is 150cc

BTW Waluigi is not the fastest! Dry bones is (Finish and get first in 50cc)

Just get in 1st place in all the courses in a cup. Your total should be 60 points in the last place in the cup. If that doesnt work, do it again.

No, you can not.I have gotten all characters on both and bowser jr. is not on it.

You have to beat really quick times to do this. You need to go through all the short cuts to beat the times really. Type in all the races in Youtube and they might have a video with the short cuts in if you don't know what they are. By the way, if you do get all 32 expert staff ghost times, you unlock Mii Outfit B. I've done it and it is really hard. Good Luck!

The best character to play as on Mario Kart Wii is King Boo.

Why?

Because King Boo has the best handling in the game. You can use him on anything fast and will make it easier to turn. Using funky kong on something fast will make you smash in to a wall because he is going so fast.

My personal favourite combination is King Boo on the Bowser Bike on manual.

On Youtube there was also a person who had a cheat book and it had Mii outfit c and it said you have to get 15000 points in versus mode.
