The answer to question is NO. You Cannot quick scope in Black ops. Although Auto-aim is still present this was not the main thing that allowed quick scoping. The thing that made it so easy was Extremely Fast ADS (time it takes to aim the gun). In Black ops they have set it so that for the first few seconds of Aiming with a sniper the Aimer is offset, meaning that quick scoping is impossible. Even with Slight of hand pro, which is improves aiming time, doesn't help, because it has been set to not work with snipers on Black ops. So in Summary, Can you Quick scope, NO, is sniping dead, NO, its just a lot fairer not that people cant 'run and gun'.

BUT all this did was make the bullet go where the crosshairs are pointing, including in the first couple of scoped in seconds. Well I have played both games and done some research and the ps3 graphics are alot faster and much more clear than the Xbox 360. My information to back this up is i am a game tester and researcher. Also what I know about the XBox is that it went the same way as Wii did and attempted to put yourself in the game. Wii was also going to make a fully new system called "attached" so not to start and problems but XBox needs to start going it's own way like the ps3 and Wii.

Backwards Compatibility updates are constantly being released for the 360. These updates allow original Xbox games to be played on your 360. I know at this time the Lord of the Rings: the Third Age on the original Xbox is playable on the 360. As to any other LOTR games there is a good possibility that if they haven't already been added to the list of backwards compatible games then they soon will be.
