One twin is usually delivered first, even with conjoined twins. If the twins are removed by C-section with no clear "first" or "second," then the twin who was labeled A during the pregnancy would likely be the heir apparent.

If the latter is the case, it seems like it would be reasonable to assume that two amnions and thus two "waters" would have to break. But, again, I'm not 100 percent sure . . .
