Jetsam can only be obtained on October 16th (Jetsam Day). On that day, you just go to the Create a Pet page and the Jetsam should be selectable.
You can get a jetsam by creating one somewhere near the month of October because the jetsam is a special edition pet, also you can get a jetsam from the pound if someone abandons a jetsam (which is very uncommon), you can get a jetsam by giving one of your pets a some kind of jetsam morphing potion, or you can use a magical plush toy.
P.S the last two ways to get jetsam is very hard because you need to save up lots of neopoints. And by lots I mean LOTS!

Im would say the light fairy would live at the wheel of excitment. The water fairy would live at the heeling springs. Im not so sure where the fire,air,tooth or space fairy lives though. :)

well you can only use the rainbow fountain if you get a quest from the rainbow fountain faerie herself and complete it. She then tells you the next time you visit the fountain you will get your reward. you don't need to use it straight away, take your time since you can only use it once.
You can choose from pretty much all the colors except-Ice, MSP, Robot, Royal, Sponge, Quiguki and Usuki
to get a quest from the rainbow fountain faerie is very rare so if you are lucky enough use it wisely

If you never give your password out to anyone and your neopoints are missing it might be or you just forgot you spent them so I recommed you put it in the bank along with a pin number , do just the same with your items and the safety deposit box . Or one day you will log on and it with show a picture with a chia holding a stop sign pretty much saying you did something not allowed or somebody hacked it. So you never really know
