This is a mirage and this is an example of optical illusion. The brain processes the signals and gets slightly confused and we see illusions. There are many such optical illusions in nature (and man made).

LASIK cannot make the vision better than the best set of glasses, and in severe amblyopia, the vision is not correctable in the weaker eye making the strong eye very important. For this reason we do not recommend LASIK since it will only help the good eye and any risk for this eye is significant. Many people with amblyopia have only a mild case however where the vision is correctable to close to 20/20 and in these cases LASIK may be a good option.

It would seem that something has damaged or destroyed the cones of the Retina. As for the red bump I am uncertain. See an optometrist immediately before you loose more of your vision. You could have Glacoma--this will damage the retina--it is a build up of pressure inside the eye-ball.
