The obvious answer is that Gran Tornino wasn't nominated for Best Picture because too few Academy members nominated it. The real question then is: why didn't the Academy like Gran Torino? No one can really no the answer to that, but a good guess is that the politics of the movie run counter to Hollywood's taste. Perhaps Oscar voters got too hung up on the rough edges of Eastwood's Walt Kowalski, or they were too busy fawning over the politics of Frost/Nixon and Milk to notice.
