With any project you always want to create a background copy layer first, then do your work in that layer.

To color in a specific area, select the Magic Wand tool (looks like a magic wand) from the toolbar, then click in the area you wish to select and color. If it selects too big of an area, you'll need to lower the fill percentage on the Layers panel. Drop it by 10% intervals until you get the area you want. If the area has a lot of colors, you may have to increase your zoom level and color individual pixels.

Once you have the area selected, go to Edit - Fill, then use the Fill window to choose the color you wish. If it's a color from another image, you'll need to have that image open and visible for the eyedropper tool to select it.

Alternatively, you can use the Polygonal Lasso tool to select the edges of the area you wish to fill, or you can use the Eraser tool to erase the current pixels and then fill with the color you want.

To unlock layer press padlock icon on top of layers stack on LAYERS palette, when padlock icon on right side of layer is gone do what you want to do with that layer.

You can change color of the guides from Edit > Preferences at Guides, Grid & Slices tab. If you have Rulers visible you can do that on the fly, double click on rulers to open preferences or navigate mouse button with Move Tool selected above guide to turn into two sided lines the double click to open Preferences dialog.

Well, between the two of those, I would go with Freehand, just for the graphics.

For animating, you would want to use a vector-based drawing program for at least all of the moving parts. That is, if you are animating in 2D rather than 3D. You could use Photo shop for your background (the scene) if there are no moving parts (animations) in the background, and you would rather try to make the scenery appear more realistic. However, using a vector-based program for the background is also a better idea. Suppose you have a ringing phone, shaking in the scene - it would be easier, and better, to do this along with the rest of the background in vector rather than raster. Photo shop is raster. Raster is difficult to animate at a good quality.

Above either of these programs, I would recommend Adobe Flash for animating. Adobe Flash can do everything from the drawings to the actual animation of the graphics via a time line and effects you can apply.

Dupe the layer, then with the selection tool active, hit control T. Now it's transformed and you have handles on the corners. Go to Transform under edit (I think) and find flip verticle. Hit return to get out of Transform. Move the image below the original and reduce the opacity of the dupe a little . Now add a gradient mask to the dupe and change it to Multiply. Select the outline of the image and play with the gradient mask till it looks good.

Go to your top tabs that say File, Edit, Image, etc.

Click Filter

Choose Distort

Choose Liquify or Ocean Ripple
