underneath the dash ,its a silver color,just unplug and replace ,if it works you can actually hear it working ,(making a clicking sound ).
If you look upward underneath the dash, behind the spot on the dash where the fuses are, you will see flat piece of plastic. It has several small 'cans' plugged into it. The medium sized one, (the top of it is a little bit bigger than a quarter), is the wiper relay. Unplug by pulling it straight out.
Be sure to match the part number (or equivalent) when replacing it. All turn signal relays look similar.
