You can't see Mew in Pokemon Diamond. You have to either cheat (use Action Replay) or you have to transfer it from a game where you can catch a Mew. You can also trade with Wi fi or someone else who has it.

Considering you already obtained your first Gym Badge in Santalune City, head North towards Lumiose City. After doing what's requested of you, exit the city by going to Route 5 and heading to Camphrier Town. You'll need to get the PokéFlute at the Parfum Palace first in order to wake Snorlax up but after you're done, you will be able to enter the Connecting Cave (the southern one) and reach Route 7. Now simply follow your way down until you get to Ambrette Town, obtain the TM94 Rock Smash from a woman standing outside the PokéCenter and go right. You'll find a Rhyhorn which will let go to the Glittering Cave. After you're done with this mini-quest, it's time to head North of Ambrette Town and get to Cyllage City, where the second gym is.

When you get Dratini from the game corner it's level 26, and I think that the safari Dratini is lvl 24.

The only distinguishable difference between the two is the whereabouts of certain Pokemon and the fact that they each have Pokemon that the other game doesn't.
