The Laguna11 is fitted with Veleo wipers which have a long slot in them as you can only lift them away from the screen about 6 inches.
TDC Sensor (top dead center) or its other name is crankshaft sensor may need a clean or replacing.
Its a 10 min job that's tricky to reach but can be done at home with a 10mm wrachet and small extension bar.
New part costs around £30.
Check renaultforums.co.UK for a tuorial on how to remove. I did clean mine which fixed the problem for a while but I eventually had to replace it.

Hello.
I have just done this on my 1995 Laguna. The engine immobilizer was activated, and the remote control on the key for the door locks, which also de-activates the engine immobilizer, is damaged.
Note: The following will not work on Lagunas with a red L.E.D. next to the central-locking button on the console.
Step 1:
Because your remote control key may not be the original one, open the remote control key as you do to change its batteries. There should be a sticker on the circuit-board inside the key (this sticker may be on the back of the circuit-board so gently lift out the board to find it). The sticker should have a 5 digit number on it like this 20175, or this 52027. Write the number on your sticker on a piece of paper, this is your Key Code. Re-assemble the key.
Step 2:
Find your vehicle type from your owners manual, service booklet, or identification plate under the bonnet. Mine, for example is a B56C (an example of a complete identification number under the bonnet is VFIB56CKC12817669).
Write your vehicle type on the piece of paper.
Step 3:
Go to this website : http://www.bba-reman.com/content.aspx?content=Test_for_Renault_Key_Immobiliser_failures_emergency_recode
and download the program. You may need someone who knows about computers to help you.
Step 4:
Run the program and enter the details you have on your piece of paper.
The program will give you a 4 digit number which is your immobilizer code. Write this number on a piece of paper.
Step 5:
Insert your key in the ignition and turn the ignition on. The orange "Engine Immobiliser" light (see your owners handbook) will be flashing quickly.
Step 6:
Press the accelerator pedal to the floor and hold it there. The flashing orange light should go off.
Step 7:
Read the first digit of the 4 digit immobilizer code number on your piece of paper, then press the button on the end of your windscreen-wiper stalk that number of times. (If the first digit is 5 for example, press the button five times. Each time you press the button the orange light will show so watch and count carefully).
Step 8:
Release the accelerator pedal.
Step 9:
Repeat steps 6, 7 and 8 three more times, using the second, third and fourth digits of the immobilizer code each time at step 7.
The orange light should now stay on and not flash. Your engine can now be started.
