How can someone else get the stuff out of the car when its been repossessed?

After your vehicle has been repossessed, the repossessing company must contact you (often via the creditor) to notify you where your personal property can be recovered. Repossession agents are required to keep the property for thirty days to allow you to recover it, but they will charge you a storage fee, and pretty much every one will require that fee be paid before they surrender your personal property.

Regarding an agent of yours being permitted to recover your personal property, it is possible, but may be difficult.

Are you still liable to pay if the vehicle is repossessed?

You are still responsible for the balance of the contract, in addition to repossession, collection, and legal fees. Added to this can be transportation costs, storage costs, auction fees. The car should be sold and the sale amount deducted from your contract balance. What ever is left is called a deficiency balance and your are still liable for it. Keep in mind that most repossessed vehicles are sold at a substantial loss (much less than for what is owed) and the additional fees can result in a higher balance than the original payout on the vehicle.

yes

Whether a debt is "charged off" or even discharged by a bankruptcy court, the debtor has the option of repaying the debt anyway. This is how many business reorganize their finances. The file for bankruptcy, have debt discharged but negotiate with the creditors after the bankruptcy to pay down the amount(s). That way the company can stay in business and also keep it's credit rating up.
