Is it safe to partial pressure blend nitrox at home?
If you have to ask, then the answer is no only because that shows you do not have enough education and experience. It is too dangerious if you do not feel like you are an expert in this area. You will also have to put some money into buying proper equipment, hoses, cleaning solutions, (oxygen booster pump eventually), etc. ... so just stay with your local dive store since it will be cheaper. :)
Are scuba tanks hydraulic or pneumatic?
SCUBA tanks are metal (usually steel or aluminum) that are filled with compressed air. This is loosely related to a pneumatic system.
How does the bends in scuba diving affect the people?
At depth, the diver is breathing air that is compressed. At pressure, this isn't a problem. But, as you start to surface, and the pressures decrease, the oxygen can "come out of solution". This requires divers to come up very slowly. The general rule of thumb is if you are going up faster than your bubbles that you exhale, you are going WAY TOO FAST. If you come up too fast, that oxygen that comes out of solution forms bubbles in your blood. Depending on several factors (time at depth, what depth, and a few other things), these bubbles in the blood can be as simple as pains in your joints, to causing death. I have heard of one extreme account where the diver's blood was essentially foam when they surfaced ... and did not survive.
Also, any amount of the bends will stop you from diving for quite some time.
What is an open circuit scuba dive?
This is a dive using scuba equipment you are used to seeing. It is where you breath from a scuba cylinder and exhale all the gas you breathed as bubbles. Since you are not recycling or rebreathing any of the gas, the circuit is open. Closed circuit or semi-closed circuit is where divers use "rebreathers" and rebreath the majority of their gas. 100% of the gas can never be rebreathed, so a very small amount is exhaled as bubbles.

Nitrogen is an inert gas that makes up 79% of the air we breath.
Due to the effects of pressure, this gas produces an altered mental state similar to alcohol intoxication. The effect typically becomes noticeable at 100 ft underwater and can be incapacitating at 300 ft, causing stupor, blindness, unconsciousness, and even death. Nitrogen narcosis is also called "the martini effect" because divers experience an effect comparable to that of one martini on an empty stomach for every 50 ft of depth beyond the initial 100 ft.
Nitrogen narcosis is caused by the gases in the body acting in a manner described by DALTON'S LAW of partial pressures. This states : the total pressure of a gas mixture is equal to the sum of the partial pressures of gases in the mixture. As the total gas pressure increases with increasing dive depth, the partial pressure of nitrogen increases and more nitrogen becomes dissolved in the blood. This high nitrogen concentration impairs the conduction of nerve impulses and mimics the effects of alcohol or narcotics. The symptoms of nitrogen narcosis include: dizziness; giddiness; euphoria; loss of balance; disorientation; loss of manual dexterity; slowing of reaction time; fixation of ideas; and impairment of complex reasoning. These effects are exacerbated by cold and stress. The effects of nitrogen narcosis are totally reversed as the gas pressure decreases. They are typically gone by the time the diver returns to a water depth of 60 ft. Nitrogen narcosis has no hangover or lasting effects requiring further treatment unless the affected diver had lost consciousness during the dive.

Can you scuba dive in Mexico without a license?
Theoretically if you had your own gear, including tank of air, you can dive anywhere that's got water but it's not recommended unless you know the dive site.
If you don't have a licence, a dive centre should not allow you to dive. They can take you out on a "discover scuba diving" dive. This will be to a maximum of 12m.
If you are qualified but have forgotten or lost your cert card, they can look you up on the pro website.
If not qualified with at least PADI scuba diver cert, no one should let you dive. If they do, I would think twice about the dive operation you are using.

Having spent over 18 years as a Navy Diver/ Saturation Diver and one who stays in pretty good touch with our community I take a shot at this. The answer is based on definition of dive.
The Navy has an armored diving system (ADS 2000) where the "diver" is kept at about sea level pressure and the suit is taking the water pressure. In 2006 this system was dove and certified to 2,000ft by Navy Chief Dan Jackson. No decompression required.
At the Experimental Diving Unit (NEDU), around '79, a dive team was placed under pressure in the land based "Ocean Simulation Facility" and pressurized to 1,800 feet of seawater (fsw). During the dive the men transferred from the dry chamber into a really big, lower chamber, filled with water, in diving gear. Decompression was about 20 days. The team included John Paul Johnston, Bo Burwell, Tommy Ostertag and a couple other men. I think Dave DeBolt incl.
In 1972, in open water (ocean), by a man exposed to 'ambient' pressure, the record was set at 1,010 fsw by a small team including Robert (Bobby) Cave, using the MK2 diving system. Decompression about 2 weeks.

Why do your teeth hurt when you scuba dive?
Diving at depths increases pressure as you go down and decreases as you head for the surface. Any air pockets in your body will contract and expand as you do this unless you can "equalise" the pressure (pressure in the airspace = pressure outside airspace). If you have cavities in your teeth, air trapped can expand as you go shallow which could cause pain. Also, the water that inevitably touches your teeth can be cold and sensitive teeth won't like this. Another cause of dental pain, more noticibly jaw pain, is caused by biting the mouth piece too hard, usually due to anxiety or a poorly fitting mouth piece in the regulator
