It depends on what type of dress you are making - whether or not it's a full skirt, what the sleeve length is, if it's bias cut or not, if it's lined, etc.
Generally speaking, a sleeveless, non-bias cut, long gown will take approx 3-4 yards of fabric, and another 3 yards of lining. A gown with a full skirt or long sleeves may require closer to 6 yards of fabric.
Can chipboard be used to cover with fabric and put in back of bookshelves to give a different look?
Yes. But what is on back of bookshelves now? If you can remove the shelves, glue fabric directly to shelf back, reinstall the shelves and save the extra work and expense. If shelves not removable, cut fabric to fit and do the same thing. I don't see the value of chipboard simply as something to first attach the fabric to.
