Yes, Wal-Mart sells Silly Bandz, however, they may not have any in stock so if you can not find them, you should ask a store employee.

Kind of, you can order custom silly bands that come with additional packages which allows you to make video game characters/items such as pikachu, pokéball, pacman, Mario bros, etc. But the fact that they're custom bands probly means you can make anything; so if u don't just want a pikachu Pokémon, you could probly like draw out ur own outline and make better ones, like a charizard, gyarados or even the characters red, green, blue, etc. etc.
