i wouldn't recommend buying a used skateboard, or one from a toystore etc.
you can pick up a decent board fairly cheap if you know where to shop, in the UK at least...
deck £20, trucks £25, wheels £15, and bearings can be bought for under £10...
or tey eBay for some job lots or something, but don't get a second hand one (i tryed that once, only spent £5 on it, but it snapped within 2 weeks...)

well if you cant buy new better wheels, than try
1-freezing the wheels for a week to get them to ride better
2-putting wd-40 in a bowl and placing the bearings from the wheels in it for an hour. should make them faster.
3-just keep skating them till they break in and just get faster
