No one will get it. Your parents paid for other people's social security. Just as younger people pay for your parents. Your parents do not have a balance for their social security. The government pays eligible people a certain amount until they die.
Yes and no. The final payout from SSA for a dead person should have been mailed with the next of kin's name on it - contact the SSA about getting the check reissued with your name and supply a death certificate.
Added: CAUTION: Unless the law has changed I do not believe the above answer is true. Even though the recepient may have died during the month, Social Security payments are no longer valid starting on the first day of the month in which the recepient died. To attempt to cash the SS checks of a decedent AFTER that day is federal offense. See add'l note on discussion page.

Can an OPERS disability person also collect Social Security Disability?
Yes you can collect both, but each agency has to accept you independently of each other. But there's a catch (as always). Any benefit you receive from SSA is subject to the WEP, windfall elimination provision. In other words, you are prevented by the federal government from receiving your maximum benefit from SSA. This applies to retirement benefits too - same idea. With SSA there is a mandatory 5 month waiting period before the first benefit will be issued if you are approved.
A ray of hope OPERS and others are trying to get the WEP repealed; however watch the OPERS website as the Board is considering some changes to benefits. (read it the other day, but of course I can't remember. I think it was concerning healthcare.) Any of these changes will have to be legislated in Columbus and I remember thinking that if I am going to get disability I need to get on it.

Can your wife draw Social Security retirement benefits if she has never worked?
Yes, if you have earned at least 40 work credits and apply for your own retirement benefits, your wife is eligible to draw an additional 50% in benefits based on your work record if she is at least 62 years old. An ex-spouse who was married at least 10 years may also draw benefits on your work record. Neither payment reduces the amount of your entitlement.
If you have reached full retirement age and wish to continue working after your wife retires, you may apply for benefits and then have them suspended temporarily. This allows you to continue increasing your own benefit amount until age 70.

Sure. Receiving Social Security Disability only means that one is unable to engage in "substantial gainful activity" on a full-time, or near full-time basis. There is no direct correlation between that and ability to ride a motorcycle. Now, if they were riding it on long trips on a repeated basis, that might raise some red flags, but nothing in the facts provided suggests anything inappropriate. On the other hand, if the mental disorder included symptoms like seizures, state law probably says they should not be riding or driving, but again, it has nothing to do with qualifying for SSDI.

Generally, the IRS can garnish up to 15% of your monthly Social Security benefits for back taxes; however, if this is your only source of income, and/or if the garnishment would cause you undue financial hardship, the government may classify your account as "noncollectable" and forgo taking action against you.
