Did Captain Jean Luc Picard in Star Trek have children?
The short and simple answer is no. There is no indication that the character Picard is ever a father. He had only a nephew named René.

Picard is rendered unconscious and subjected to a full-immersion, dream-like simulation of life on a planet called Kataan in its swansong era. There, he's forced into the role of Kamin, an adult male with a wife named Eline. He perceives the passage of many years and despairs of ever returning the Enterprise, perhaps supposing his life there to have been unreal.
Over his lifetime on this new world, he fathers a daughter (Meribor) and a son (Batai) both by Eline. Meribor even provides him a grandchild before the simulation ends and Picard regains consciousness aboard ship, mere hours after the knockout.

"Bloodlines" (Season 7, Episode 22)

Picard is surprised by an old nemesis, DaiMon Bok, and his death threat on one Jason Vigo, alleged son of Picard. Picard sates his crew's immediate curiosity by confirming that he long ago had a physical relationship with Jason's mother Miranda. Bok's threat, however, was the first Picard heard of Jason's existence.
The Enterprise rushes to the protection of Jason, after which DNA tests seem to confirm Picard's paternity. However, a suspicious syndrome Jason has prompts Dr. Crusher to run followup tests. It turns out that Bok, vengeful over Picard's involvement in the death of his own son, re-sequenced Jason's DNA. Jason's real father remains unnamed.
Case 3
Star Trek: Generations (7th Star Trek film, 1st with NextGen characters)

Following the death of nephew René, Picard finds himself in "The Nexus" which actualizes his ideal future. There, he perceives himself living in a Victorian setting wherein René is still alive. Additionally, Picard finds he has a loving wife and five happy children! (None of these new family members are named in the film.)
Furthermore, Picard is told he can will himself backward or forward through this false timeline with promised grandchildren if he goes further into the future. He ultimately chooses to reject this tempting but phony version of existence.
In Summary
By this reckoning, Picard is given false reason to believe (on separate occasions) that he's the father of no fewer than eight children (and multiple grandchildren) by three different female characters!

Will there be a new Star Trek film following Star Trek Into Darkness?
After almost a year of rumors, on April 26th 2018, it was reported that during a CinemaCon presentation, Paramount CEO Jim Gianopulos confirmed Paramount was officially developing two new Star Trek movies.
It wasn't specified if these two films would be direct sequels to 2016's Star Trek Beyond, but it was reported one of the two is the Quentin Tarantino's R-rated take on the Trek franchise.
It should be noted that Paramount still [as of April 2018] has not officially greenlit these projects so it's possible they may not happen, but there are new movies being developed.
