A tan is produced by melatonin. The sun goes through the skin and hits the melatonin. The more sunlight the sun gets the more melatonin is produced, which makes the skinner more tan. Melatonin wares away though if it is not being affected by the sun. Thus during the winter when there is less sun, the skin color becomes lighter and less tanned.

So in theory, a SPF 30 vs an SPF 8 will allow you to spend more time in the sun and delay the tanning process(by minimizing the penetration of UV light)
