staffs are worth it if you get the right ones, Personally, I don't like using staffs so I give the good ones to lydia, who will use the staves very effectively. Normally I give her an Ice bolt staff, which you get off a dead mage near winterhold (she will snipe people with it for 25 ice spike damage, its so OP) and I also give the staff of fireball off of the dragon priest at shearpoint (she is much too OP with that too) and also a staff of resurrection (she will at random times resurrect a dead body to fight, you cna also give her staff of the familiar to summon a familiar likewise) and of course your companion/follower never uses any of the charge on the staff. Staffs are worth it to use in the beginning of the game, but good staffs come later in the game and by then if you go mage build, you will already be much more powerful. There are some places, such as winterhold that have mages who will sell you spells based on school of magic, and there are places that will have a random assortment, such as belethor's general goods. Swords are sold by blacksmiths, but it is in your best interest to make your own

Faralda from Winterhold go there and you'll all the spells that you need as a conjur mage, or any mage for that matter

When you switch to a vampirelord, you can check what perks you have by pressing B, like you were trying to get to the menu. Normal vampires don't have levels or perks.

Crossbows are useful in several ways. They don't affect walking speed, shoot faster arrows and have a higher base damage, all useful when hunting vampires. You don't have to wait for the bow to be drawn before shooting and thus can be ready to fire before entering battle. No, you can't do that. You can only disenchant the item, you can't 'edit' it. You'd have to wait for one of the mages to stock a restoration robe, you could disenchant that and enchant a regular robe with it, but it might end up weaker unless you've got a high enchant skill.
