It really does depend on your point of view. At some places in the movie it would appear as if Disney was trying to make Scar represent Adolf Hitler, however he resembles a communist leader more than Hitler. If Scar was portrayed as a protagonist in a Greek tragedy, then he would undeniably be the good guy. He's helping the majority, unfortunately he doesn't realize how hard ruling is and he fails spectacularly.
