There are spare fuses in the fuse box under the hood, so just use one of those. Its very easy to test the horn, there is only one wire to it, ground against the engine block. A new horn is easy to install if you must. You can also run a new thicker wire from the fuse box to the horn to make it louder (use one of the existing 30 amp fuses). If you need details on installing a horn just google it.

Replacing (or tightening) this belt is very easy, you will need a 12mm socket wrench and a 14mm open end wrench. Loosen (do not remove) the two bolts above the alternator that are attached to the metal bracket that allow the alternator to slide (the alternator is attached to the topmost pulley that the drive belt touches, it is at the top front passenger side of the engine compartment). There are Echo's on the road with over 400k miles on them, its a very reliable car but after about 10 years and 150k miles there are certain maintenance issues you may need to address soon if they haven't been addressed already (rotors, struts, shocks, O2 sensors, MAF, I'd change brake fluid/pads/rotors at the same time, spark plugs, maybe fuel filter and fuel pump). This direction is for the front: Remove the wheels (if this is hard, try to wedge a really large screw driver through the holes in the steel of the wheel against the caliper. I used an old tire iron to pop them off.) Remove the calipers (two bolts on either side )swing them out of the way & rest on the spring/ strut, then remove the cradles that hold the brake pads (two bolts on either side). Spray the outside circle around the hubs (the area outside where the large nut is) with penetrating oil (WD-40 or PB Blaster). There are two small bolt holes with threads on the face of the rotor between the wheel studs. You need to find two bolts that'll screw in till they bottom out. Then tighten these bolts slowly, and evenly. The rotor will start to pop little by little and will fall off. To reseat the new rotor, just tighten the lugnuts (or a bolt of the same size as the wheel threads if your lugnus are too short) on without the wheel to seat them again.
