No. Disney does not provide transportation to non-Disney parks (like Universal Studios). You can take a taxi, shuttle (from Mears), or rent a car if you want to visit Universal while staying at Pop Century.

Depending on where you stay (I stayed at Shades of Green in 2014 which is a Disney Resort) & they provided a shuttle to Universal Studios, but there was only ONE shuttle that left early in the morning (around 10 if I recall) & returned in the evening (around 7). If you missed it you were out of luck, while the Disney shuttles ran every 30 minutes or so.

Walking there would be the cheapest way although that's only feasible if you live close by so you could hitch a ride with someone who was going to Orlando anyway & offer to chip in for gas. Naturally you'd have to find a way home & a place to stay while you were there assuming you were staying longer than a day.
