Rankings are determined by different "POLLS", the NCAA Coaches poll and the Associated Press (AP) Poll. Generally, most media outlets accept the coaches poll as the official ranking, and when you see a ranking on a televised game, it's the coaches poll rank. When you say points, I'm assuming you mean the BCS point system. The BCS takes several polls into consideration to include a computer polls. It averages these polls and assigns a weight (think point scale) to the average. It then adds for losses and strength of schedule. The team with the best (lowest) score gets ranked the highest. The two highest at the end of the college season are ranked 1 and 2 and play each other in a major Jan bowl.

BIET Jhansi being a Govt. Engineering College is in a different league. Govt Colleges attract better students. That is a known fact.
It is considered to be the Number 3 college in Uttar Pradesh(U.P), (1st being HBTI Kanpur & 2nd being IET Lucknow.) It has much better placements than any other college in U.P, apart from these two colleges. Infact it is a close number 3 & catching up fast with IET Lucknow. Being just one of the five Govt. Engineering Institutes (HBTI Kanpur & IET Lucknow are also Govt. Engineering Institutes), it is much sought after in U.P. You really need to have a great rank in SEE-UPTU (combined entrance test in U.P) to get this college.

Though JSS has got a firm reputation behind it, KIET has got a good infrastructure to boast of. JSS has an urban campus while KIET has a rural campus. Both colleges have a decent reputation. So as far as I am concerned, i think KIET scores over JSS to a lesser amount if not much.

No they are in upper cast (mumbai,gujarat,kutchh,jamnagar,punjab,sindh,rajsthan and all over the world all bhatia`s comes in to upper cast) some people change their cast to take misbenefits from obc caste but that is totally illegal
