Technically ... the best webcam for an IBM Thinkpad would be any USB webcam that has a built in microphone that's within your price range.
Having said that ... this really only holds true for ThinkPads running Windows XP, Vista, or Seven with at LEAST 1 Gig memory.
My preference is always Logitech - usually the Logitech QuickCam Communicate MP series. In my opinion ... it's clear, has face tracking, and the Right Light/ Right Video enhancements work good. There is a Deluxe model of this webcam, but it's really not worth the price for what little you get in additional features. Logitech's software is okay and good enough to use with Skype. Never had problems installing Logitech stuff.
Microsoft makes webcams too - but I've had issues with some of their drivers in the past.
You'll want to stay away from the no-name webcams you find in the $9.99 bargain bin. Things from companies like Micro Innovations. MI makes some nifty USB devices, but their webcams are not among those items.
eBay is a wonderful place to find refurbished Logitech webcams. At a fraction of what they cost new on retail shelves. All my webcams are refurbished units from eBay resellers. You don't get a pretty box, paper user manual, or driver CDROM from these resellers ... just the camera and its monitor mount in a plastic bag. You can download the PDF user manual from Logitech's website if you really want it and manufacturer driver cds are usually so out of date, you end up downloading current drivers from the manufacturer's website anyway. I like refurbished webcams because they've had to be tested to work before they can be resold. I've bought way too many NEW webcams from various vendors only to find them DOA right out of the box.
Now - if you are using Ubuntu Linux ... the Logitech QuickCam Communicate MPis the only webcam I know that works right out of the box. For video. They haven't figured out in the Ubuntu world to get the integrated microphones to work ... yet. (You can use a headset microphone instead - works just as good with Ubuntu Skype.)
