yes, you can mention anything that is in the public domain. They are public people and anything that they do publicly is 'griss for the mill'. HOWEVER if you get too far into their private lives, mention things that should be considered private then you are in trouble.

I think you are referring to a 'dynamic' character as opposed to a 'static' one. Dynamic characters grow and change as the story progresses whereas static characters are the ones that stay (sometimes stubbornly) constant.

Main characters are often dynamic, especially when there is a lesson to be learned.

If you mean well developed as in 'mature' then mature would be a good way to describe a well developed character.

The protagonist is the main character of the story. Everything evolves around him/her. Usually, in a story, the protagonist wants to reach a goal, but many obstacles are in his path to reach this goal. These obstacles can be natural (a storm, a tornado) or human. The more a writer knows about a character, the more real or true a character will seem to the reader. It's important not to reveal too much to the reader, and also not to reveal too little, but equally important is simply knowing much more about a character than the reader does when the reader first encounters that character.

You might say that a character that has not been developed before it meets the printed page will seem as thin as the paper itself, whereas a character with a deep backstory, personality, ambitions, and fears will appear three-dimensional.
