Can 'Light and Darkness Dragon' negate 'Battle Fader's effect?

Yes, Battle Fader's effect is a trigger, activated in hand when an opponent's monster declares an attack. Light and Darkness Dragon will chain to and negate this, meaning Battle Fader is not summoned and the battle phase does not end. Note that Light and Darkness Dragon does not destroy the cards it negates, so Battle Fader will remain in hand. It can be activated again when the next attack is declared.

Can you tribute summon a monster Relinquished and immediately use its effect to steal a monster and attack with it IF the answer is no please explain what you can do the first turn?

I assume you mean Ritual Summon, as Relinquished can't be summoned by tribute summon.

Once Relinquished is on the field, you as the turn player have Priority, you can start a chain by targeting an opponent's monster with its Ignition Effect. The opponent is free to chain to this as normal. If it resolves properly, Relinquished will be equipped. You can ask to enter the battle phase, but remember the opponent doesn't have to let the phase pass if he's got something he wants to use, so he can use something to possibly destroy Relinquished first.

So basically, you can certainly summon Relinquished, and on its first turn (not THE first turn, of course, no attacks can be declared) , steal a monster and attack, but not 'immediately' in the sense that the opponent gets chance to respond to every part of the process.

When your opponent summons a monarch monster is it possible to negate it's effect?

If a face down Penguin Soldier is attacked can its effect be used on itself after it is flipped?

No, the normal result of battle applies first, then the effect.

Monsters considered destroyed by battle are not actually sent to the graveyard until the end of the Damage Step, this is after any flip effects have resolved. So Penguin Soldier is actually still on the field when his flip effect activates. However, monsters considered destroyed by battle can not be affected by effects that try to return them to hand or deck. Penguin Soldier will be unable to choose himself as a monster to return, unless he survived Damage Calculation.

Does Zubaba Knight cancel the effect of the destroyed monster?

No part of Zubaba Knight negates effects but since it destroys the monster at the start of the Damage Step it might mean that some monster effects would be unable to activate.

Monsters which trigger when destroyed by battle will not activate because they were destroyed by an effect. Many monsters with effects that happen during or after Damage Calculation will never activate because the damage step will end as soon as it starts.

Can 'Chaos Command Magician' be removed from play by a monster effect?

Yes, it can, under certain conditions. Chaos Command Magician will negate a monster effect targeting it, if the targeting effect targets only one monster. Therefore it will negate the effect of Caius the Shadow Monarch.

But if the removal effect targets multiple monsters, or does not target them at all, (DD Warrior Lady) then Chaos Command Magician cannot negate it, and will be removed.

This is called a Tribute Summon. Monsters that are Level 5 or 6 require 1 Tribute and Monsters that are Level 7 or higher require 2 Tributes. Monsters that are Tributed are sent to the Graveyard and the "Tribute Monster" you are Summoning is played in face-up Attack position or face-down Defense position (a.k.a. a "Set").

When does a monster have to stay on field for its effect to resolve for example 'Zombie Master' needs to remain on the field but 'Chaos Sorcerer' does not is it purely rulings-based?

It is rulings-based. There are only a slim handful of monsters who must remain on the field for their effects to resolve.

- Some are more obvious. Dark Crusader's effect cannot resolve if he's no longer on the field, because he'd be unable to get the ATK gain.

- Zombie Master has a specific ruling. He must remain face-up on the field. Note that similar monsters like Summoner Monk, The Creator, and Lumina, do not follow the same ruling. Their effects will still resolve, even if they leave the field.

- Lyla, Lightsworn Sorceress must too. If she is unable to change to defence position on resolution, nothing is destroyed. So if she leaves the field beforehand, then her effect cannot resolve.
