If it is a Quick Effect, then it can be used in either player's turn. You can identify a Quick Effect when they say they negate activations or summons, they have to be spell speed 2 to do this, which is why they can be used in the opponent's turn. Stardust Dragon's negation effect is one example.
Also any other monster effect that specifically says it can be activated in the opponent's turn, or both turns, is a Quick Effect. Examples - Injection Fairy Lily, Amazoness Scouts.

It was in the Dinosaur's Rage Special Set, along with the structure deck itself, and a pack of Power of the Duelist cards.
You will not find Five-Headed Dragon in a regular "Dinosaur's Roar" structure deck, only in the above special promotional set.
