Your PCM is detecting a misfire with in the first 1000 revolutions of engine start up. This code is usually but not always accompanied by a cylinder specific misfire code.

The speed sensor is mounted in the top of the rear differential on a 1999 F150. Remove the wires, then unbolt the sensor to remove it.

You may have to remove your AC unit to get to it to replace it. Looks to be under and to the right of the water pump and about t 11 O'clock from the crank pully
Sounds like the crank position sensor is faulty. Get a volt meter, set it to AC.Find the crank sensor on the block of the engine. Disconnect sensor and probe the two wires with the meter. Crank engine and you should have 0.2 - 2.0 volts ac. If this is not the case replace. If ok, carry out same check with camshaft sensor on top of engine. Hope this helps.
