Italy didn't become a unified nation-state till 1861-70, and Germany only became a nation-state in 1871, so by historical standards the time-span for possible alliances is short. The answer is no. Although Italy was nominally one of the Central Powers it at first remained neutral in WW1, then fought alongside the Entente (Britain, France, etc.) against Austria-Hungary and Germany. In WW2 Italy changed sides.
However, historically, North Italy and Germany - Prussia were part of the Holy Roman Empire, so for almost a thousand years the two states were part of the same state.
They were during WW2, but perhaps not so much now. Both countries are members of NATO and of the European Union (EU), and so in many areas they co-operate closely. However, this is NOT directed against other countries. For example, the U.S and Britain are also members of NATO. The EU currently (2006) has 25 members including Britain, France, Poland, the Czech Republic. Italy and Germany certainly aren't allies in the WW2 sense of forming an 'Axis' against other countries or anything of that sort. Not really, it got overtaken by Italy and when Italy couldn't keep it anymaore, it went into Germany's power. The country was very pro-american though, as when the Allies decided to split Albania up and give it to it's neighbours (Greece, Italy,) America stood up for it.
