Horsepower does not directly determine how much air is moved. The size of the blower wheel is used to determine proper horsepower. That is done by the manufacturer of the furnace. The fuse. The blower motor speed resistor. The blower motor relay. The blower motor switch. Check for power at the blower motor connection.
If you have checked and the blower motor has both power and ground then the motor is bad.........
Check to see if you are getting power and ground to the blower motor - if so blower motor is bad. If no power possibly fan switch or selector switch Also check the blower motor resistor, found in heater plenum.

A 1998 Cadillac Deville does not have a blower relay. The system has a fuse and a controller to feed power to the blower motor.
Check to see if you are getting power to blower motor--if so, bad blower motor If no power- perhaps bad resistor pack at blower motor Bad switch?
If you have checked the blower motor and it does function when power is applied then I would suspect the Blower Motor Resistor Pack is defective. It is also possible the blower motor speed control is bad, but highly unlikely.
