My car's emergency brake is not functioning. I think the brake's cable may be broken.

If the cable is broken and parking/emergency brake is still ON, then they are rusted in place ! - Your emergency brake system needs urgent work.
If its broken, then the cable is released. IF the breaks are still sticking, then the rear brakes will have to be opened up and the mechanism freed up.
Look under the area where the brake lever is and follow the cable to the plate on the side where you will find the broken part of the cable pointing to the tab the cable connects to. Pull the tab upward but be warned your arm will get hit by the parking brake itself as it is released.
Examine the brake cable from the cab all the way back to the rear wheels. If the cable isn't broken, pull the wheels and drums and check for wear on the brake shoes. It might just be an indication that you need to replace the rear brakes. Once the drums are off, have someone operate the hand brake while you watch the cables. If the cables aren't pulling, find out where the cable is broken.
Look at the two cable going to each drum to see if just one is stuck on or both. IS it drum or disc? It is the emergency brake cable. It happened to me once before and the tow truck driver said the release is the same as in a Cadillac, but that doesn't help me and I can't afford another tow truck driver. In a caddilac you put it in drive to release the parking brake. But when the cable is broken you can't engage the parking brake.
I don't know about Silverado trucks but all of the emergency (parking) brakes I'm familiar with use the brake cable to "pull" and hold the brake against the drum (or disk), so if the cable breaks you simply cannot apply the emergency brake. That is, it is automatically released if the the cable breaks.
If it is the cable that is loose yes. Underneath the vehical there should be a steel cable runnig from the brake handle to the rear of the van. this single cable attaches to another cable -< there should be a bolt adjuster at the connection. If the cable itself is broken replace cable. (nanner)
Posi-trac or broken spring in the brake. A frozen e-brake cable is another possibility.
It depends which cable is broken. If the main cable is broken under the truck, the brakes should release on their own. If the brakes dont release, the cables are frozen from rust and need to be replaced. If the release cable from the handle to pedal assemdly is broken reach under the dash above the pedal and find the small release arm. Pull the arm toward you [ the rear of vehicle ] and the emergency brake pedal will release.
