the proper way is with an installer but its not cheap sometimes you can rent tools like this at advanced or autozone if not i have driven them on with a hammer many times i just use a block or a buffer between the hammer and the pully if you listen to the sound when you hit the pully you will hear a diffence in sound when it is fully seated
The parts to which you are referring are the damper and damper pad.
Damper- It is a damper consisting of a small felted block that drops onto a piano string to stop it's vibration. In other words a damper peddle is the Sustain peddle Sustain - to hold, to keep going holding the note further through other notes played

if a serpentine belt is loose, it needs replacing. there is an automatic tension pulley on all serpentine belts. so just buy a new belt and install
Loosen the 15mm nut that holds the pulley to the bracket then back off on the 13mm adjuster bolt.
AKA, crank pulley damper, crankshaft damper, torsional damper, or vibration damper.
You need to remove the bolt, insert the special tool in the hole, and install a three jaw puller to pull the pulley off.
Serious vibrations.
You'll need to pull the passenger front wheel, remove the wheel well cover. This will expose the damper pulley on the crankshaft. Remove damper pulley, remove plastic engine cover. Look inside you will see the sensor. Be sure if you replace it to install the new one exactly the same as the old one was.
The damper pulley bolt tightening specifications, on a Caterpillar see 15 diesel engine, is 60 pounds per square inch. The pulley should not be tightened beyond 60 pounds.
Moving clockwise starting at the Alternator pulley - over power steering pump - down under compressor pulley - over to torsional damper - around damper to auto tensioner - around auto tensioner - back to alternator pulley.
Just remove the bolt holding it on.
The crankshaft pulley is the large pulley on the lower passenger side of the engine.
Disconnect the negative battery cable. Remove the engine cooling fan and fan shroud. Release the drive belt tensioner and remove the accessory drive belt. Remove the crankshaft pulley retaining bolt. Remove the crankshaft pulley using a suitable crankshaft damper removal tool. Remove the front cover oil seal using a suitable seal remover. To install: Clean the engine front cover seal bore, then lubricate the seal bore and the seal lip with clean engine oil. Install the new front cover oil seal using a suitable seal installation tool. Make sure the seal is installed evenly and straight. Use a suitable crankshaft damper replacement tool to install the crankshaft pulley. Apply a suitable silicone sealer to the outer end of the crankshaft damper keyway. Using a suitable damper installation tool, install the crankshaft pulley. Install the pulley bolt and washer and torque to 114-121 ft. lbs. (155-165 Nm). Release the drive belt tensioner and install the accessory drive belt. Install the engine cooling fan and shroud assembly. Check the engine oil level. Connect the negative battery cable. Start the engine and check for leaks. Road test the vehicle and check for proper engine operation.
Remove serpentine belt. Remove pulley. Install new pulley. Install serpentine belt.
If you are just removing the pulley, Then just remove the bolts that hold it on being sure to remove the bolt that is in the middle of the pulley too. Then take a hammer and knock it off.
Depending on engine displacement in general remove belt-s then bolt holding pulley to the crankshaft then using a puller remove the pulley, when installing use a installer not a hammer to put the pulley on the crankshaft.
