On the left and right sides of the steering wheel are small rectangular or similarly shaped plastic covers. Pry them out ro remove and this reveals the screws (usually torx screws). Remove these and the entire steering wheel air bag will come out as one peice after disconnecting the wire harness. remove the steering wheel center nut then twist the wheel left and right to free it from the shaft (before sliding it off mark its location on the shaft so the wheel ends up straight again!) Pay attention to how the wires are oriented while slowly removing the air bag assembly and re-install exactly without pinching any wires. There are also the plastic top and bottom half covers between the instrument panel and wheel (the steering column) that have to come off. These hides what you are replacing. 1 screw is accessible from underneath the bottom half cover, the other 2 face the driver. remove the 4 screws that hold the airbag/horn wiring and slide it off the shaft. there are 3 more screws that hold the switch assy in place, take them out, unplug the plugs on the assembly and the rest is obvious!

I was under the impression the switch was on the steering column about 18 inches from the floor. The lock assy is under the steering wheel.
You have to replace the entire steering column. It is not loose, the lock is broken on your column height adjuster.

A Caprice steering column can be replaced by another as long as it matches. It if comes from another Caprice of that year, it will fit properly.
The cheapest and easiest would probably to install a floor shifter. If you don't want to do that, you would have to almost completely dismantle the steering column.
drop the steering column, remove entire dashboard.
There are 4 bolts at the bottom of the steering column that tend to get loose after entering and exiting your vehicle. Pulling your self up on the steering wheel puts stress the steering column and causes it to become loose. It's located under the steering column. Remove the trim panel beneath the steering column (3 screws) and gently lower trim piece (it's not necessary to remove). Look for the canister-looking silver flasher to the left of the steering column. It's easy to find. Good luck!
