1/2 turn can be a bit too much- try 1/4 turn. That's what I've always done- tried 1/2 once, valves would not close properly. 1/4 turn works good. what you do is hold the rod with one had then you wiggle it up and down while tighting the rocker, soon the rod will not be able to move up and down, now you turn one half turn. this will put it about at the right specs.

Cast iron heads are 30 lb/ft of torque. There is no sequence. Just tighten them all down very slowly in a criss cross pattern. In other words all at the same time.
The bolts have a number on it, what is the number? There is a general torque spec in the shop manual that will say what the torque is based on that number
