There is no landlocked country in Southwest Asia, unless you consider Armenia or Afghanistan to be a Southwest Asian country. Therefore every country can be said to be "surrounded by water".
If the question is asking about countries that have only maritime borders, those countries would be Bahrain and Cyprus. Qatar is almost entirely surrounded by water, but has a small land-connection to Saudi Arabia.
