Constitution means rules and regulations for governing a state. Virtually, there is not a single country does not have a constitution. Britain also had a constitution but the whole of the constitution is not codified i.e. written. Britain constitution do have Written parts in the form of magna carta, the Bill of Rights, etc. But as a whole is not found in written form, due to precedents, customs, and conventions.

the point was to make clear that every country do have a constitution.
